So if a nuke. were to come, what would be the best thing a person living in the city (town) to do?

Should they...

go to the public safety shelter
hurry out as fast as they can to a hole that they can find
go home and not worry about it
Get their emergency pack @ home first before heading to a shelter
calmly take some anti radiation pills and pack for an extended trip out camping

If a person were to be in a public shelter, what would be the best thing to do when released?

Go camping
Go home
Go home, pack, and then go camping

If a person did go to the country, what would be the best to do once they came out of their hole, in, say, 3 days time?

Go back home for supplies for an extended period of time
Build an outdoor shelter
Begin being a pioneer
travel as quickly as possible to a safe place like NM

Pray and leave all the planning to our Chief  Wink

The safest thing may be to get underground in your own house.  That way you don't have to deal with panic outside.  This assumes that you have supplies to survive at home.  The more mass you have between you and the outdoors (where the radiation is), the safer you are.  We live in an apartment, but each apartment has a basement storage room assigned to it, so that would be our shelter.  We have all our emergency supplies stored down there.  If you don't have a basement, then you would want to be away from exterior walls with a lot of mass around you to shield you from the radiation.  Here is some more information, including directions for setting up a shelter:

If you are considering evacuation, your decision requires a very high confidence that it is worth the risk. You do not want to get stuck between your current location and your hoped for destination, as there will probably be no easy getting back. If you fail to get to your destination, you may be exposed without shelter, in a dangerous situation with little effective law enforcement, perhaps among panicked hordes of refugees. Whatever supplies you have may be limited then to what you can carry on foot.
